What you’re buying
Do I actually need a QCP manual?
If you hold or are applying for a Technical Safety BC Class REF or Class B contractor licence, yes. Since January 1, 2026, an accepted Quality Control Program manual must be submitted with every application and renewal for these classes.
I already renewed in 2026. Am I off the hook?
No. That was a one-time transition pass. Your manual is due before your next renewal. Building it now, instead of at the deadline, gives you room for TSBC’s review time.
What exactly do I get?
A complete 17-section manual built to TSBC guideline BRC-7031-03 (typically 40-60 pages), your branded exhibit forms, your org chart, a signing-ready Statement of Authority, and the pre-filled Appendix B checklist TSBC asks you to submit, plus a one-page how-to-submit sheet.
Why not just use a free template?
TSBC’s own sample is a skeleton, sections 7 through 16 say “include requirements per Appendix A & B.” The content has to be specific to your company: your scope, your job titles, your forms with your licence number. Generic templates are the leading reason manuals get sent back.
Do you cover Ontario, Alberta, or COR safety programs?

Will it be accepted, and how fast?
Is the manual accepted by Technical Safety BC?
We build every manual to TSBC’s published spec (BRC-7031-03) and submit the exact Appendix B element checklist TSBC asks for. No one can promise a regulator’s decision in advance, but if TSBC requests changes that come from our drafting, we revise it free until it’s accepted. That commitment is in writing in our Services Agreement.
What happens if TSBC rejects it?
You send us their comments and we revise the manual at no charge, as many rounds as it takes, until it’s accepted. If we can’t get it accepted, you’re refunded, per our Services Agreement. You don’t pay twice for a rejection.
How long does it take?
We deliver your full draft within 72 hours of receiving your completed intake form. TSBC’s own review time is on top of that and is outside our control, another reason to start before your renewal deadline.
Who reviews my manual?
A specialist reviews every manual before it’s delivered. Nothing is auto-sent.
I’m a tradesperson, not a writer. Can I still do the intake?
Yes. The intake is plain-language and takes about 20 minutes. “Not sure” and “N/A” are perfectly good answers, we turn your plain words into the correct manual wording.
Liability and what we are
Who is liable if there’s a problem with my manual?
We’re a document-preparation service: we write the manual to the regulator’s spec, a specialist reviews it, and we carry insurance for our work. You stay responsible for operating to it, before you submit, you sign an Operations Accuracy Attestation confirming the manual matches how your shop actually runs. The full allocation of responsibility, including our limitation of liability, is set out in our Services Agreement.
Is this engineering or legal advice?
No. Our work is document preparation, not engineering or legal advice. We reference standards such as CSA B51 and ASME codes; we never author or stamp engineering documents like WPS/PQRs.
Are you affiliated with Technical Safety BC?
No. We’re an independent service. We’re not affiliated with or endorsed by TSBC or any regulator.
What happens to the information I share?
We use your intake details only to write your manual. We don’t sell your data. See our Privacy Policy for the details.
Pricing, deposits, and your money
What does it cost?
Flat pricing, no hourly surprises: $4,500 + GST for a Class REF manual, $3,850 + GST for Class B. The optional annual review, which TSBC requires of every QCP, is $695/year. See the full breakdown on PricingResourcesReferral.
How does payment work?
You pay a 50% deposit to start, which takes you to your intake form and starts the 72-hour clock. The balance is invoiced on delivery.
Is my payment secure?
Yes. Payments are processed by Stripe; we never see or store your card details.
Can I get a refund?
If we can’t get your manual to a TSBC-acceptable standard, you’re refunded, per our Services Agreement. The agreement also sets out how the deposit and balance are handled if you cancel before delivery.
What’s the annual review and is it mandatory?
TSBC requires every QCP to be reviewed annually before renewal. Our $695/year review keeps your manual current and renewal-ready with revision control maintained. It’s optional with us, you can do the review yourself, but the obligation itself isn’t optional. Cancel anytime.
